Professor Charles Raab, Professor Emeritus and Honorary Professorial Fellow at University of Edinburgh

Charles D. Raab is Professor Emeritus and Honorary Professorial Fellow in the School of Social and Political Science at the University of Edinburgh, where he was Professor of Government. He has also held visiting positions in several academic institutions in the UK and abroad, and is a Fellow of the Royal Society of Arts (FRSA). His main research interests are in public policy, governance and regulation, and more specifically in information policy and practice, privacy and surveillance. He co-authored (with Colin Bennett) The Governance of Privacy: Policy Instruments in Comparative Perspective (2nd edn., MIT Press, 2006; 1st edn. Ashgate, 2003) and has published many journal articles and book chapters on these subjects. His research has been supported by major academic funding bodies as well as by governments, and he has advised and consulted for various governmental, non-governmental, regulatory and other agencies in the UK (including Scotland), the European Union, New Zealand and the Netherlands. He was the Specialist Adviser to the House of Lords Select Committee on the Constitution for their inquiry, Surveillance: Citizens and the State, 2nd Report, Session 2008-09, HL Paper 18. He is a founding member of the Scottish Privacy Forum, and sits on the editorial or advisory boards of nine journals and several research projects. He is a member of the Surveillance Studies Network, and co-authored A Report on the Surveillance Society for the Office of the Information Commissioner (2006). He participates in several international research projects in the field of privacy protection and surveillance.

Dr Ken Macdonald, Assistant Information Commissioner (Scotland)

Dr Ken Macdonald was appointed Assistant Commissioner for Scotland at the (UK) Information Commissioner’s Office in August 2005, prior to which he led on economic development policy for Clackmannanshire Council. Now based in Edinburgh, he heads a small team with a remit to raise awareness of the Data Protection Act throughout Scotland, influence policy and practice in all organisations handling personal data and to provide advice and guidance on specific data protection queries. He recently served as a member of the Scottish Government’s Expert Group on Identity Assurance and Privacy Principles.

Carol Peters, Information Security Officer, E-Government Department, East Renfrewshire Council

With 13 years in the Information Security industry, Carol joined East Renfrewshire Council in 2006, as their Information Security Officer. Responsibilities include assessing risk and developing mitigation strategies. But managing the Council’s information assurance and IT Security strategy is the top priority today, considered essential to our goal that staff protect the privacy of our citizens and handle personal information safely.

In 2008, Carol was seconded part time to the Improvement Service, to work with the Customer First team on the national infrastructure which hosts business systems such as the Citizen Account, National Personal Licensing Database and National Entitlement Card. The role is similar to that of the Council but more challenging as there is a wider remit to set assurance standards that meet and fit into multiple national and local information assurance and privacy standards as well as managing security of web based systems owned by 32 local authorities.

William is an Senior Associate in the Outsourcing & Technology Group at Pinsent Masons. He provides advice on a wide range of commercial IT and e-commerce matters but specialises in privacy, data protection and freedom of information issues. He has a particular interest in data protection issues in relation to e-commerce and e-government projects and financial services product distribution. He has acted for a wide range of clients including financial service companies, public authorities, telecommunications companies, suppliers and web developers. He is an accredited tutor for the Institute of Systems Examination Board (ISEB) Certificate courses in data protection and freedom of information.

Toby Stevens, Director, Enterprise Privacy Group

Toby Stevens BEng(Hons) FBCS CITP MIoD is a privacy, identity and security expert, with 15 years of experience in these fields. Currently the Founder and Director of the Enterprise Privacy Group, a think-tank for identity-related issues, he has worked in a range of management roles across the financial services and internet sectors. Toby specialises in facilitating debate about the implications of managing privacy and personal information, and in recent years has advised on privacy implications of national identity cards, national road pricing, smart energy metering, and e-borders systems.

Toby authored the Information Commissioner’s report on "Privacy by Design," sits on the Department for Transport’s Road Pricing Advisory Forum, and publishes a privacy blog for Computer Weekly. He is a Fellow of the British Computer Society, where he chairs the Information Privacy Expert Panel, sits on the BSI’s committee responsible for the development of BS10012 (Data Protection), judges the RSA Conference Europe and Kantara ID Deployment of the Year (IDDY) awards, and is a CLAS consultant.

Patricia Ruddy, NHS National Services Scotland Data Protection Advisor

Patricia has worked for over 15 years in the Scottish health service. Initially working in systems analysis, 10 years have been spent in the field of data protection. Roles have included data protection officer and national data protection advisor to data protection staff in other Scottish health boards. More recently, Patricia worked for four years at national policy level on confidentiality and data protection, as a policy advisor within the Scottish Government’s health directorates. Patricia’s current role is to champion data privacy within the organisation, helping ensure that its vision and strategy addresses privacy requirements across its divisions and work programmes.

Elaine McKinney, Information Security and Data Protection Officer, Logica

Elaine joined Logica in 2006 and has recently been appointed into her current post. In the last three years Elaine has been building on Logica’s capability in the security arena through the development of ‘privacy’ consultancy including conducting Privacy Impact Assessments for clients. She has also been engaged in visioning a dynamic privacy impact analysis tool, with development assistance from University College London and advisory input from the Information Commissioners Office. This tool is for use by practitioners, be that is in criminal justice, health and social care or financial services, to enable them to share personal information within the constraints of the organisational policy framework and the law. Elaine has also been working with Cardiff University on privacy risk modelling.

Previously she worked for the Scottish Government for 4 years running the eCare Programme, developing a secure and privacy compliant national infrastructure for multi agency information sharing. Elaine had been seconded to work for the Scottish Government from Scottish Borders Council where she worked for 6 years as a IS/IT Manager.
