Helen Margetts is the Director of the Oxford Internet Institute (OII), a department of the University of Oxford. A political scientist of international standing, Helen joined the OII in 2004 as Professor of Society and the Internet, having previously been Director of the School of Public Policy at University College London. Her research focuses on digital era governance and politics, investigating the nature and implications of relationships between governments, citizens and the internet. Her major research reports on electronic government, undertaken with Patrick Dunleavy of the LSE, represent the first and most systematic evaluation of the UK government's electronic presence.
Helen currently holds an ESRC professorial fellowship and is Editor of the journal Policy and Internet.

UK Digital Champion

As the UK government's Digital Champion, Martha Lane Fox founded the Race Online 2012 campaign and sits on the Cabinet Office's Efficiency and Reform Board. She is also non-executive director at M&S, Channel 4 and MyDeco.com. In 2005 she co-founded Lucky Voice, to revolutionise karaoke with its six venues and online business, and in 2007 she started Antigone, a grant giving foundation. In 1998, with Brent Hoberman, she co-founded Lastminute.com, still Europe's largest travel and leisure website - they took the company public in 2000 and sold it in 2005.

Chief Information Officer, Essex County Council

Currently CIO for Essex County Council, David Wilde is establishing a new strategy for the County based on Cloud adoption, shared services through collaboration and a move towards self-service provision through digital engagement including take-up of social media.
David was previously CIO for Westminster City Council, where he set up and implemented an exciting new ICT strategy based on the principles of customer-centric service delivery, a zero infrastructure technology environment and transformational change, resulting in cost reductions of over 30% and dramatically improved customer satisfaction levels.
Prior to that David was CIO at the London Borough of Waltham Forest, with responsibility for the Council's access to services strategy, transforming service delivery, all ICT and the Project and Programme management profession.
Earlier roles included Head of e-Business and Head of Internal and Electronic Communications for the Office of the Deputy Prime Minister (ODPM), where he was responsible for development and delivery of the ICT strategy and service management, e-government and internal and electronic communications strategies and operations. He also ran Internet service development and delivery for the Central Computer and Telecommunications Agency (CCTA) and worked on Schools capital policy in the Department for Education and Employment, including the New Deal for Schools programme.
Presentation: Efficiency and productivity through technology
Offering a local government perspective on digital public services, the GDS and the digital marketplace, with examples of productivity gains attained through better use of technology.

David played a significant role in Lagan's rapid growth including its successful entry into the North American market in 2005, the launch of its cloud-based solutions and its successful entry into the Australian market with Brisbane City Council in 2010.
David has also performed Non-Executive Director and Board Advisory roles for other local software companies including Datactics (currently Board Advisor).

Governments around the world are embracing digital technology to manage citizen contact. But just when they've got to grips with it, new forms appear, such as social media, that simultaneously offer both the potential for opportunity and for chaos (including, as we have now seen, the possibility of regime change). In this presentation, KANA will look at examples of using both 'old and new' digital channels across all forms of government that balance the needs of government with both the digital citizen AND the non-digital citizen.

Amanda Derrick is Programme Director for Connect Digitally, a multiple award-winning programme, linking central and local government delivery. Amanda has led a collaborative partnership between five central government departments and 152 local authorities transforming paper-based services into effective digital transactions. From 2004 to 2007, Amanda was the driving force behind another successful and award-winning digital national programme: eAdmissions.
Amanda is a representative on the Local Government Delivery Council and the Local Government Contact Council.
Amanda has a strong leadership delivery record and a sound knowledge of education and central government. She has worked in both the public and private sectors in the UK and in the Far East.

In each of his roles, Roger Donald has demonstrated his expertise in digital design and communication. He places a special focus on delivering usable digital content that keeps the customer at the heart of his work.
He is responsible for NHS Direct's digital and self-service channels, including the NHS Direct website. Over the past few years, NHSD has developed an impressive network of channels that can be used to deliver information to patients, where and when they need it. These channels include telephone call centres, the internet, and now mobile applications android/iPhones. There is consistent identity and public recognition under the NHS Direct brand. By using a range of different channels, people have choice in the medium which is more convenient and relevant to them, and reach different sections of society.

NHS Direct provide expert health advice, information and reassurance through their telephone service and website, aiming to be the provider of choice for digitally delivered health services. This experience in digital service delivery, the design process of which patients are placed at the centre of, demonstrates the potential for public services to be responsive to the needs of citizens.

Managing Director, Race Online 2012

Leigh Smyth, as Managing Director for Race Online 2012, is responsible for running the digital champion Martha Lane Fox's campaign to forge a truly networked nation, where everyone in the UK can use the web. She joined from the Home Access programme, a £240m government scheme to get computers and connectivity to 270,000 low-income families (500,000 children), which was launched in January 2010. Previously, most of her career has been in blue-chip retailers, including Dixon, Kingfisher, Sears and Arcadia groups.

David Mortimer is the Head of Digital Inclusion at Age UK, a priority area for the charity. He is responsible for devising and implementing a strategy to ensure that those in later life can enjoy the benefits of online technology by developing the organisations capacity to deliver the right support for older people.
David manages a number of UK-wide programmes including the Digital Inclusion Network, consisting of 200+ partner organisations delivering support to get online; and Connect with IT, a comprehensive digital inclusion campaign involving itea & biscuits week; myfriends online week; Internet Champion of the Year; and IT volunteering.
He joined Age UK in August last year from Digital UK, the company responsible for Digital TV Switchover where, as Head of Consumer Affairs, he was responsible for devising and delivering outreach to older people and other potentially vulnerable groups to ensure Switchover passed smoothly. He has previously worked at the BBC, ITV, Channel five and in numerous charities and is a qualified lawyer (in Scotland).

Ian has been Chief Executive of Digital Outreach since its inception in 2007. Digital Outreach focuses on information and behaviour change initiatives which include those around digital inclusion and is best known for its outreach work on the national digital TV switchover.
Ian has 25 years' experience in the UK public, private and charity sectors, developing and leading programmes and organisations focused on reaching and working with excluded and marginalised communities. Prior to joining DOL, Ian worked primarily in the UK social housing and community sectors, before going on to lead international development (NGOs) in Africa and the UK.
