The new coalition government plans to reform the NHS by building a service that is personal, fair and diverse, with patients at the heart of everything it does. The recently published white paper Equity and Excellence: Liberating the NHS has spelt out far-reaching plans that are being heralded as the most radical since 1948.

At a time when all departments are expected to achieve substantial efficiencies, action must now be taken to transform the NHS from a target-driven organisation to one which achieves satisfactory patient outcomes.
