Colin has held senior positions in the public sector for the past 30 years, including central (including the Cabinet Office and HM Treasury) and local government, higher education and the wider public sector. He has been responsible throughout for initiating and implementing innovative strategies for procurement, shared services, outsourcings and organisational re-engineering. Savings from his initiatives exceed £1bn.

Colin has created and managed several pioneering joint and shared service procurement organisations, influencing spend of up to £7bn a year. He was a founder member of the Central Unit on Purchasing (the forerunner of the Office of Government Commerce), created and led the Research Councils' Procurement Organisation, the Benefits Agency Contracts Organisation and was first director of the North Western Universities' Purchasing Consortium. Latterly he was Director of the North West Centre of Excellence, creating and delivering collaborative opportunities in procurement and shared services for 47 local authorities

A Fellow of the Chartered Institute of Purchasing and Supply, Colin has been appointed a Senior Adviser to the Office of Government Commerce and is a member of SOLACE (Society of Local Authority Chief Executives). He is a regular speaker at national and international conferences and training events, and is a regular contributor to professional journals. He has been a member of European working groups on Procurement, Innovation and Sustainability. He runs a successful consultancy, Marc1 Ltd.

Clive Barton is a member of the Public Services Strategy Board of the CBI and
a member of Serco's Executive Team since 2005.
Clive joined Serco in 1999 and now as group marketing director he is responsible for enhancing Serco's key stakeholder relationships, developing new business models and overseeing the group's £28bn pipeline of opportunities around the world. He has held a number of strategy roles and was chief executive of the group's private finance initiative investment business. Prior to joining Serco he was a management consultant for McKinsey & Company in London. He is active in Pilotlight, a charity that connects senior business people with small, ambitious charities in need of development support.

David Clark is Director General of SOLACE (Society of Local Authority Chief Executive and Senior Managers). He was appointed in July 2000.

Prior to joining SOLACE, David Clark was Chief Executive of City of York Council, one of the first unitary authorities created under the last reorganisation of local government.

Prior to joining York, David was the Director of the Commission for Local Democracy, a privately funded think-tank that he helped to set up with the late Brian Redhead and subsequently ran with Simon Jenkins as chair. He has also worked for the Local Government Information Unit, MIND -the National Mental Health Charity and for the London Borough of Greenwich.

David, aged 53, is a graduate of the University of Kent at Canterbury and includes motor cycling and cooking amongst his hobbies.

John TUCKETT is a Senior Civil Servant, currently a Director of Major Projects in the Efficiency and Reform Group within the Cabinet Office. He leads top level reviews into major projects and programmes and was the lead on the recent Review of Major Projects in which over 30 major projects were assessed for their potential to make savings and efficiencies as part of the recent Spending Round. His role within the Office of Government Commerce before its move into the Cabinet Office, also included advising some of the biggest change programmes within the Dept of Health and MoD.
In the last ten years, he has also been Programme Director for the National Offender Management Service within the Home Office, bringing new a completely new approach to the commissioning and management of services for offenders in both the prison and probation services. He was also Chief Executive of the Defence Secondary Care Agency within MoD, and Programme Director for the Defence Medical Services change programme in the early 2000s.
Prior to 2000 he spent 9 years in the NHS as Chief Executive of Tees Health Authority, responsible for commissioning and overseeing all NHS services on Teesside for a population of over 550000. This came after 17 years in the Royal Navy, most of which were in sea going appointments and included command of two submarines.

David Moody is the inspirational driving force and thought leader behind the development of Lagan's world class CRM solution. Under his stewardship, the Lagan product has gone from a simple interaction handling system to a feature-rich Enterprise Case Management platform, and is the only Local Government CRM solution to receive strong positive rating for three years running in Gartner's Marketscope report on government CRM. Notable achievements orchestrated by David include architecting the first full Java based CRM implementation in the world (1998); delivering the most SOA compliant government CRM solution as rated by IBM; and implementing a solution across four continents and multiple languages.
David is a founding Director of Lagan Technologies, which was established in 1994, and is now the dominant Government CRM provider with approaching 200 public sector customers and serving 60 million citizens worldwide

Having spent ten successful years with US based Rockwell International, before setting up his own successful business Paul turned to local politics as his next challenge in 1991. He was elected to Sandhurst Town Council in May of that year, and to Bracknell Forest Borough Council at a by-election in October 1991. He rose first in the Town Council, becoming Deputy Mayor in 1992 and Mayor from 1993-1995. In 1996 Paul was elected Leader of the Conservative Group at Bracknell Forest. In the elections in May 1997, Paul led the Conservative Group to victory and under Paul's leadership, the Conservative Group at Bracknell Forest managed a "seamless" transition to unitary status in 1998.

Paul is active within the LGA, and is firmly committed to local government representation at the highest level. From 2002 – 2004 he chaired the LGA's Rural Commission and Executive and from 2006 – 2009 he chaired the LGA Environment Board, where he gained national recognition as the 'Bin Baron'. He currently chairs LG Regulation (formerly LACORS - Local Authority Co-ordinators of Regulatory Services) and sits on the LGA Executive. He is the National Lead Conservative Member Peer at LG Improvement and Development (formerly known as I&DeA.) and chairs the Environment themed partnership of IESE (Improvement and Efficiency South East) and is also Chairman of the Executive Board of IESE

Keith Davis is the Director of the National Audit Office's Cross-Government work. His role includes leading recent studies on restructuring central government, collaborative procurement, public service pensions and VFM savings. He also specialises in process improvement and corporate service VFM. In addition he is joint lead on the NAO's strategic theme of cost-effective delivery. Previously he managed value for money reviews of the BBC and was Head of Press Office at the NAO. He is a qualified accountant (Chartered Institute of Public Finance and Accountancy).

Gordon Murray is responsible for the Efficiency Exchange, an approach to collaborative knowledge sharing and problem solving.

Since joining he has:
• programme managed the Cabinet Office's National Programme for Third Sector Commissioning, and the Department of Health's 'Reducing Health Inequalities Through Tobacco Control' programme
• managed LG Improvement and Development's efficiency, procurement, asset management peer reviews and support
• led, in collaboration with the National e-Procurement Project, a programme of national support in e-procurement reviews, sub-regional collaboration workshops, and mentoring
• led and managed, in collaboration with 4Ps, LG Improvement and Development Procurement Skills Development programme.
Before joining he was the Chartered Institute of Public Finance and Accounting's (CIPFA) Procurement Advisor. Here he set up their Procurement Advisory Service, including the Procurement and Commissioning Forum.
He has 25 years' experience as a local government procurement practitioner.
A PRINCE2 and MSP registered practitioner, Gordon Murray also holds an MSc and PhD focusing on 'Improving procurement's strategic contribution', MCIPS and a postgraduate diploma
