Lord Tony Berkeley, Chair, Rail Freight Group

Lord Berkeley is chairman of the Rail Freight Group, the representative body of the UK rail freight industry.
He was Public Affairs Manager of Eurotunnel from 1981 until the end of construction of the Channel Tunnel in 1994 and, before that, worked for George Wimpey on a number of multi-discipline projects around the world.
He sits in the House of Lords and was an opposition Transport Spokesperson 1996-7. He is Secretary of the All Party Parliamentary Rail Group and of the All Party Parliamentary Cycling Group.
He is a Board Member of the European Rail Freight Association, a Member of the Institution of Civil Engineers and a Fellow of the Chartered Institute of Transport.
He is President of the UK Marine Pilots Association and a Harbour Commissioner for the port of Fowey in Cornwall.

Marcel Verslype, Executive Director, European Railway Agency

Executive Director Marcel Verslype, 52, joined the European Railway Agency in 2005. For the past 28 years, he has been actively involved in the railway sector and in the European and Belgian institutions. He started working for the Belgian railway in 1976 and acted from 1987 to 1989 as head of the passenger sales activities and the development of the TGV in Belgium.
Verslype joined the European Commission in 1989 in the cabinet of the commissioner in charge of transport. In 1992 he was named head of cabinet for public undertakings in Belgium. In 1995, he was appointed Director-General of SNCB in charge of freight activities.

Andy Burgess, Head of Network Regulation, ORR

Andy Burgess is head of network regulation at the Office of Rail Regulation (ORR), the safety and economic regulator of the rail industry. He has played a leading role in many aspects of rail regulation from overseeing access contracts, to ORR’s strategy and planning, and to European policy and competition issues. As head of network regulation, he leads on the outputs and enforcement framework for Network Rail and the relationship between ORR and Network Rail. |

Chris Austin OBE, Director of Public Policy, ATOC

Chris Austin is ATOC’s Director of Public Policy. Prior to joining ATOC in August 2005, he was Executive Director, Community Rail Development at the Strategic Rail Authority.
He has worked in the railway industry for over 40 years, in local management, in project planning and for ten years at the British Railways Board as Parliamentary Affairs Manager. After privatisation, he set up and ran a political consultancy for rail industry clients.
He is a graduate from Cambridge University and a Fellow of the Chartered Institute of Transport and Logistics. He is also Chairman of the West Somerset Railway, Britain’s longest heritage railway. He was awarded the OBE in 2006 and in 2007 was appointed by the Secretary of State for Transport as a member of the Railway Heritage Committee.

Stephen Joseph, Executive Director, Campaign for Better Transport

Stephen Joseph has been executive director of Campaign for Better Transport since 1988. where, until September 2007, the organisation was known as Transport 2000. Previously Stephen worked for a range of environmental and voluntary organisations in the UK and abroad, including the British Youth Council, the Civic Trust and the Town & Country Planning Association.
At Better Transport, he has written or co-authored many publications and has been involved in promoting policies to give priority to public transport, walking and cycling and to reduce road building and dependence on cars and lorries.
He was awarded the OBE in 1996 for services to transport and the environment. He was a member of the Commission for Integrated Transport from 1999-2005, having been one of the panel of external advisers on the Transport White Paper 1997-8, and was a member of the Standing Advisory Committee on Trunk Road Assessment (SACTRA) during its inquiry on Transport and the Economy. He was also on the steering group for the Governments Road User Charging Feasibility Study 2003-4. In July 2004 he was given a Lifetime Achievement Award as part of the National Transport Awards.

Paul Martin, Director General, The Railway Forum

Paul Martin (48) is the Director General of The Railway Forum, which is the UK railway industry’s trade body leading on strategic policy issues and representing the industry‘s interests to Government.
Paul’s career has included posts as Director General of The Timber Trade Federation, Chief Executive of the Aluminium Packaging Recycling Organisation, Public Affairs Manager of Thames Water plc and Assistant Director of CBI Scotland. He has worked within Government at the Ministry of Defence and The Office of Water Services.
He was educated at The Royal High School of Edinburgh and Edinburgh University. He served as an Edinburgh City Councillor for twelve years and as Conservative Group Leader and has twice stood for Parliament.
Paul is a Member of the Chartered Institute of Public Relations and of The Carlton Club. |

Steven Norris, President, ITS UK

Steve was a Conservative MP for fourteen years, until he retired in 1997. He was Parliamentary Private Secretary at the Department of the Environment, the Department of Trade and Industry and the Home Office and Minister for Transport in London from 1992-96. He is a former Vice-Chairman of the Conservative Party and contested the Mayoralty of London in 2000 and 2004 running Ken Livingstone close on both occasions. He recently joined David Camerons Quality of Life Commission as Convenor of the Transport Working Group.
Steve is a well-known businessman who was Director General of the Road Haulage Association from 1997-99 and has wide experience of both quoted and unquoted companies including Jarvis plc, the infrastructure services company where he is Executive Chairman, ITIS Holdings plc, the AIM-listed traffic information provider where he is Senior Independent Director and Agilo Ltd, a London hedge fund. Steve advises a number of public and private sector organisations including the Financial Services Authority, the former Strategic Rail Authority and Canary Wharf Group on public policy and regulation. He is a frequent writer and broadcaster on a range of political and public policy issues. He is Chair of the London Action Trust, Eastside Young Leaders Academy and the British Urological Foundation and a Vice President of the National Society for Clean Air and Environmental Protection.

Paul Plummer, Director of Planning and Regulation, Network Rail

Paul Plummer is responsible for all aspects of the company’s relationship with the Office of Rail Regulation and government on issues of economic regulation including periodic reviews of our income requirement. He is also responsible for the company’s business planning process and the development of route utilisation strategies.
He was formerly Chief Economist at the Office of the Rail Regulator. Previously he has worked at NERA, N.M. Rothschild and Accenture where he advised governments and companies on corporate strategy, privatisation, regulation and finance primarily in the utilities sector.
