The North West Centre of Excellence leads the drive for efficiencies and value for money for 47 local authorities. Its scope includes procurement, shared services, health and social care and has the national lead on passenger transport. Third party spend amounts to £6,500m pa and he has set a long term target of over £700m pa benefits through transforming procurement.
Colin has held senior positions in public sector procurement for the past 25 years, including central government, higher education and local authorities. He has been responsible throughout for initiating and implementing innovative procurement strategies for a wide range of goods, services and outsourcings and creating and re-engineering procurement organisations and collaborative groups.
Colin’s previous roles include Director of the North Western Universities Purchasing Consortium, Head of Contracts at the Benefits Agency and Director of the Research Councils’ Procurement Organisation. He was a founder member of the Central Unit on Purchasing, the forerunner of the Office of Government Commerce, and has run a successful procurement consultancy business. He is a regular speaker at national and international seminars and training events and is on several EU working groups |

Professor Michael Kelly, Chief Scientific Advisor, DCLG

Professor Michael Kelly is the Prince Philip Professor of Technology in the University of Cambridge since 2002, and a Professorial Fellow at Trinity Hall. He is also Chief Scientific Advisor to the Department for Communities and Local Government, and a non-executive director of the Laird Group plc, both since July 2006.
Michael Kelly studied Mathematics and Physics to MSc level at Victoria University of Wellington in New Zealand, and completed his PhD in solid state physics at Cambridge in 1974. After a further seven years as post-doc working on the electronic structure of metals and semiconductors, he joined the GEC Hirst Research Centre in 1981. While there he and his team developed two new families of microwave devices that went, and are still, in production with E2V Technologies at Lincoln. From 1992-2002 he was Professor of Physics and Electronics at the University of Surrey, including a term as Head of the School of Electronics and Physical Sciences. During 2003-5, we was the Executive Director of the Cambridge-MIT Institute, an £80M project which brings together academics from Cambridge and MIT to work on research, education and industrial outreach for the benefit of the UK economy.
He is a Fellow of the Royal Society of London, the Royal Academy of Engineering and the Royal Society of New Zealand. He is a Fellow of the Institute of Physics, Fellow of the Institution of Engineering and Technology and Senior Member of the Institute of Electronic and Electrical Engineering in the USA. He has won prizes for his work from the Institute of Physics, the Royal Academy of Engineering and the Royal Society. |

Professor Michael Kelly's presentation will represent his frank opinion on the tack we need to take to create a sustainable built environment, with specific reference to public sector buildings. Michael will also discuss the green retrofit and the realistic path to green construction and refurbishment.

Peter Cunningham, Executive Director, Construction Clients’ Group, Constructing Excellence

Peter Cunningham is Director of the Construction Clients’ Group and Products & Services within Constructing Excellence. The Construction Clients’ Group is the pan-industry representative body for construction clients and its objective is to promote greater amalgamation of the construction industry. As part of Peter’s remit, he is also responsible for the Knowledge Products and Services area of the organisation as well as developing CE’s Research & Innovation agenda; the Demonstrations programme; the UK Construction Industry KPI and Benchmarking initiative; and CE’s commercial activities.
He also manages Constructing Excellence’s relationship with Central Government and has previously worked for a main contractor implementing continuous improvement programmes. In addition to this, Peter has extensive experience of working on a broad range of initiatives with companies throughout the supply chain.

Jenny Holland, Parliamentary Coordinator, UKACE

Jenny is Head of Parliamentary Campaigns at the Association for the Conservation of Energy. In her six years in the role, she has overseen a number of high profile campaigns that have led to major changes in the law on energy-efficiency. These have included several Private Members’ Bills notably the 2003 Sustainable Energy Act and the 2006 Climate Change and Sustainable Energy Act and an amendment to the Government’s 2004 Housing Act that introduced for the first time a binding target to increase household energy-efficiency by 20% by 2010. She is currently promoting a Bill to give statutory force to the Government’s oft-repeated commitment to procure only buildings in the top quartile of energy performance.
Jenny was educated at King’s College, Cambridge, where she graduated in law and went on to qualify as a solicitor. She has worked in the political arena for more than a decade first as Political Organiser to an MEP and, immediately prior to joining ACE, as Political Assistant to David Chaytor MP. While working in Parliament, Jenny was Chair of the TGWU Parliamentary Branch and led the union’s successful campaign for improved pay and conditions for MPs’ staff.
Away from ACE, Jenny does occasional work as a freelance Parliamentary Consultant, specialising in sustainable energy issues. She was recently involved in a major campaign to encourage the use of renewable transport fuels.
Jenny also represents Harlow West on Essex County Council. She is a member of the East of England Environment & Resources Panel, the Essex Waste Management Advisory Board and the Stansted Airport Consultative Committee. |

Richard Saxon CBE, Vice-President RIBA, principal of Consultancy for the Built Environment

Richard Saxon is an architect and urban designer with a strong interest in the performance of the construction industry for its customers and society. He was a Partner/Director of BDP, the UK’s largest architect-engineer practice, for 27 years, six of them as Chairman. He helped to found the British Council for Offices and was its seventh President. He chaired industry reform group the Reading Construction Forum, later to become ‘Be, Collaborating for the Built Environment’, and to merge into Constructing Excellence in 2006. His main focus has been on how construction creates value for all its stakeholders. He was awarded the CBE in 2001 for services to architecture and construction, and was RIBA Vice President from 2002-8.
