Andy Carty, Chief Operating Officer, Partnerships UK

Andy Carty is the Chief Operating Officer (COO) at Partnerships UK (PUK).  He is a founder member of PUK and has recently returned to PUK to take up the post of COO after a two year secondment as Chief Executive of the Strategic Investment Board (SIB).  As Chief Executive he set up and ran the SIB as a Government Company reporting directly to the First Minister of Northern Ireland.  The SIB is responsible for building a long-term investment strategy for Northern Ireland as well as delivering major projects and fostering return.  In addition to operations, he looks after PUK’s future opportunities and is currently working with departments to enhance their proactive management of Operational PPPs.  He joined PUK from the Treasury Taskforce before which he was a Senior Civil Servant in the Cabinet Office where he was part of a small team of private and public sector staff (Central IT Unit) responsible for Government Policy on ICT.  He has over 25 years' experience in both the private and public sector as well as a period operating as an independent consultant.  He has written several books on IT service management and worked with a number of European countries on their investment and IT strategies.
