Wing Commander Martyn Coleman (retd), PFI Project, MOD

Wing Commander Martyn Coleman joined the Royal Air Force as a Ground Communications Mechanic in January 1973. A variety of tours, including overseas service with NATO in Gibraltar, Belgium and Portugal ensued before Martyn returned to the RAF College Cranwell to undergo Initial Officer Training. Commissioned in Dec 1988, staff tours, covering NATO CIS planning, Special Signals and Competing for Quality followed before promotion to Squadron Leader saw an appointment to the newly fledged Defence Fixed Telecommunications Service (DFTS) in 1997. Subsequent postings to the Ministry and RAF Wittering qualified Martyn for promotion to Wing Commander where he returned to DFTS as Head of Corporate Planning and Development with specific responsibility for developing market opportunities within Other Government Departments and Defence Industry under the Government’s Shared Service agenda. En-route Martyn completed a Cranfield MBA at the Defence Academy Shrivenham.

Using DFTS as a case study, the presentation will touch on the MoD's objectives, BT's objectives and why they are not mutually exclusive. Having established this tenet they will go on to explain how trust, co-location and, finally, a shared mission, vision and strategic objectives has delivered capability to the MoD, and value to HM Government and BT stakeholders.
