Michael Kerr, Head of Specialised Finance, Deloitte LLP
Michael is a London based partner in Corporate Finance heading up the firm's Specialised Finance division dealing with real estate services, infrastructure finance, PFI and PPP, economic consulting and business modelling. Prior to this Mike headed the London Mergers and Acquisitions business and specialised in buy-outs from the public sector including bus companies, component parts of British Rail, local authorities and central Government.
He has been with Deloitte & Touche since 1980 and has advised on PFI/PPP projects including, inter alia, Department of Social Security on PRIME (lead financial advisor to externalise the whole of their property requirements) and Project STEPS (externalisation of the entire estate of HM Revenue and Customs and the associated services), London Underground PPP (acting for TfL), Docklands Light Railway extensions and the Thames Gateway Bridge. Currently he is engaged on developing procurement structures to extend PPP into major projects for which PFI is not suitable.
He is a Chartered Accountant, a member of the Securities Institute and was Special Adviser to the Treasury Committee enquiry into the Private Finance Initiative.

PFI has transformed infrastructure investment in the UK, bringing with it a host of benefits. But there is increasing recognition that it doesnt work in all circumstances and will need to be supplemented by more flexible procurement models.
This presentation will:
- Explain where PFI works and where it doesnt
- Discuss the strengths and weaknesses of hybrid models such as LEP and LIFT
- Outline some new and hybrid delivery models that should be considered, particularly in conditions of uncertainty
