Stephen read engineering science at university and went onto a varied career in the energy industry before being appointed as UK head of project finance for Vivendi, putting together funding structures for energy plant and acting as equity partner representative on PFI bids.  Following this, he joined KPMG and ran a risk management practice in London office providing governance advice to a wide range of private and public sector organisations.  Since 2002 he has been Managing Director of Accord’s Business and Technical Services division providing professional technical and facilities services to the public and private property market.

Accord has established strong links with the CBI through active involvement and membership of  the Public Service Strategy Board (PSSB), Public Service Industry Forum (PSIF), the Procurement and PFI Panel, and the CBI Local Government Panel.

The CBI Public Services Strategy Board (PSSB) was established in 2002 as the lead strategic, policy-forming and campaigning body focused on improving the quality and productivity of public services.  It brings together the chief executives of 19 CBI member companies that operate in the public services market.  All the companies involved have an excellent track record in delivering efficient and effective improvements in the UK’s public services.  The PSSB’s work programme covers a number of public policy areas including education, health and local government and several cross cutting issues such as efficiency, procurement and employment.
