The public sector estate is a massive asset worth several hundred billion pounds. However, even within relatively small geographical areas, it has been managed in silos with high maintenance costs, low usage and in a way that makes it difficult to take advantage of income generation opportunities.

• Hampshire County Council projects that have improved use of assets and revenue savings
• The government's Capital and Asset Pathfinder Programme: a model for delivering shared benefits across the public sector

“A different way of working – The creation of OML, the first NHS commercial company in England ”
Income generation in hospitals has tended to be opportunistic rather than part of a planned strategy to generate funds to improve services and patient care. Odstock Medical was established in 2006 to further develop and market the techniques developed in the Department of Clinical Science and Engineering, Salisbury NHS Foundation Trust, to improve walking in people with neurological disabilities as a result of stroke, MS and other similar diseases. There are significant advantages in having a dedicated service established on more commercial lines where the income raised can be ploughed back into the 'business' to expand and develop new products rather than subsidise overspends in other departments within the hospital. It also focuses the 'business' considerably and can make the development of the services provided more flexible in a changing economic climate.
