Colin Cram has held senior positions in the public sector for the past 30 years, including central (including the Cabinet Office and HM Treasury) and local government, higher education and the wider public sector. He has been responsible throughout for initiating and implementing innovative strategies for procurement, shared services, outsourcings and organisational re-engineering. Savings from his initiatives exceed £1bn.
Colin has created and managed several pioneering joint and shared service procurement organisations, influencing spend of up to £7bn a year. He was a founder member of the Central Unit on Purchasing (the forerunner of the Office of Government Commerce), created and led the Research Councils' Procurement Organisation, the Benefits Agency Contracts Organisation and was first director of the North Western Universities' Purchasing Consortium. Latterly he was Director of the North West Centre of Excellence, creating and delivering collaborative opportunities in procurement and shared services for 47 local authorities.
A Fellow of the Chartered Institute of Purchasing and Supply, Colin has been appointed a senior adviser to the Office of Government Commerce and is a member of SOLACE (Society of Local Authority Chief Executives). He is a regular speaker at national and international conferences and training events, and is a regular contributor to professional journals. He has been a member of European working groups on Procurement, Innovation and Sustainability. He runs a successful consultancy, Marc1 Ltd.

David Clark is Director General of SOLACE (Society of Local Authority Chief Executive and Senior Managers). He was appointed in July 2000.
Prior to joining SOLACE, David was Chief Executive of City of York Council, one of the first unitary authorities created under the last reorganisation of local government.
Prior to joining York, David was the Director of the Commission for Local Democracy, a privately funded think-tank that he helped to set up with the late Brian Redhead and subsequently ran with Simon Jenkins as chair. He has also worked for the Local Government Information Unit, MIND, the National Mental Health Charity and for the London Borough of Greenwich.

The government is keen to open up public service delivery to as wide a variety of organisations as possible. Implementing this policy will gradually transform the way public services are delivered. It will not be easy and it is important to recognise the opportunities and how they can be realised, and the issues and how to handle them.

Director of Economics, Office of Fair Trading

Tony Donaldson works at the Office of Fair Trading as Director of Economics, with primary responsibility for competition advocacy work, i.e. promoting the value of policy which works with the grain of open markets.
Before OFT, Tony was Chief Economist at the Department of Constitutional Affairs, where the main issues were the reform of the way that lawyers are regulated and the management of the legal aid scheme.
Before that he worked at the National Audit Office as an economist, working on value for money audits of the work of the then DETR and the Home Office.
Tony joined the NAO from the National Farmers Union, where he was senior economist, dealing with issues in the cereals, beef and sugar industries, and also the development of the NFU long term strategy.
He has also taught economics part-time for Birkbeck College.

The scale of public sector procurement spend is such that its can have a huge and beneficial impact on the UK economy. However, the recent OFT study identified that an over-emphasis on procedural procurement has failed to deliver the twin objectives of value for money and investment in the UK economy through more effective competition. The report proposes some practical steps to remedy this.

Derrick Anderson, CBE, is the Chief Executive of Lambeth Council and started in post on 1 March 2006. He was previously Chief Executive of the City of Wolverhampton Council for 10 years.
Derrick, who was born in London, has twenty-five years' senior management experience in local government and more than 30 years in the public sector.
Derrick is a Committee Member of The Princes' Trust London Council, Skills Funding Agency Advisory Board, Birmingham University Policy Commission on 'The future of public services in The Big Society' and Vice President of UK Youth. He has sat on a number of independent commissions and task forces including: Independent Commission on Youth Crime and AntiSocial Behaviour; London Apprenticeship Task Force; Central Council for Physical Recreation Facilities Inquiry; UK City of Culture Independent Advisory Panel and Voluntary Service Overseas (VSO) UK Committee.
Other past engagements include:
Non-executive director on the Home Office Board; Board Member of Sport England – London; Member of Arts Council England; Secretary Black Country Local Authority Consortium 2000-04; Non Executive Director West Midlands Passenger Transport Executive; Non-Executive Director of the 2012 Olympic Bid Company and Chair of Sports England West Midlands 2004-06.

With a keen interest in sports and the arts, Derrick's outside interests include working with aid and development organisations in Southern Africa and the Caribbean. With many years of public service Derrick has spoken both nationally and internationally at conferences and events on local government and community issues.

Procurement Director, Ministry of Justice, and Crown Representative

Vincent has been in his current position since November 2008 where he is responsible for annual expenditure of circa £3.3bn and a staff of over 250. Requirements cover everything ranging from the competition for whole prisons through to the biros used by staff in courts. His previous role was as the Head of Procurement for HM Prison Service.
He started work with London Underground Limited in 1990 performing a variety of commercial roles predominantly related to infrastructure maintenance and upgrade. He joined Railtrack Plc in 2000 and held the post of Regional Supply Chain Manager (Southern) managing annual expenditure of circa £800m.
He is a Fellow of the Chartered Institute of Purchasing and Supply (CIPS) and has won several prestigious awards for his work including the CIPS Purchasing and Supply Management Professional of the Year 2007. In 1998 he was awarded an MBA by the University of Birmingham.

The newly appointed crown representatives have the responsibility of representing central government as a single customer in dealing with the suppliers. The expertise of these individuals in managing commercial relationships will be vital in ensuring maximum efficiency and productivity.

National Director, Inspection Delivery, Ofsted

Susan Gregory HMI became one of Her Majesty's Inspectors (Schools) on 1 September 2000. She took up the post of National Director, Inspection Delivery, on 1 January 2011.
Immediately prior to her appointment as HMI, she was on secondment to a local authority. Her earlier career was in teaching, and she spent over eleven years as headteacher of two schools in the primary sector.

The private sector will be involved increasingly with the delivery of frontline services. Getting the delivery model right will be critical to its success and raises issues well beyond those associated with the outsourcing of back office services.

Chief Executive, SouthWestern

Jim Costello has worked with SouthWestern since 2003. Previously he spent 15 years in the Information Technology and Outsourcing Sectors in Ireland and Internationally. In the Outsourcing and IT sector, he was Finance Director for Unisys Corporation in Europe, General Manager of Managed Services in France and Global Managing Director of the Unisys/Dell Managed Services Alliance, a $120m managed Services business. He joined SouthWestern as the company moved from IT processing in Department of Agriculture into a full Business Process Outsourcing company. Since then the company has grown through the delivery of true value-add to all existing and new customers.
Through this experience, Jim's career has been involved in delivering "mission critical" solutions for large and major customers around the world where excellent service has always been the benchmark. In addition Jim has studied Business excellence models in University of Ulster and Stanford University, Ca. After 22 years working on the delivery side of the outsourcing business Paul recently joined KPMG as Lead Partner of their Public Sector Sourcing practice in the UK. During his career he has had the privilege to personally lead and contribute to many large, including several landmark, deals while working for some of the leading organisations in the field. He has held senior management and Board roles in many key areas including business development, commercial and delivery.
He joined KPMG from IBM where he led the UK Public Sector Business Process Outsourcing (BPO) operation. Paul arrived at IBM through the acquisition of PwC Consulting where he was a partner and a Board member of their stand-alone BPO business in Europe. He joined PwC from EDS after a wide-ranging 10 year career including the successful negotiation of the multi-billion pound deal with the HMRC.
Prior to all this excitement Paul was a Chartered accountant with Arthur Andersen in London.
