Overview
Civil Protection 2006 – Building Resilience Through Communication and Co-operation

Civil protection is one of the Government's most important responsibilities, involving the central and local levels, all of the emergency services and the armed forces. The disastrously ineffective response that followed Hurricane Katrina in the United States emphasised that good preparation, clear command structure and excellent situational awareness are fundamental in ensuring that the population can survive, and that society can continue to function through any major situation. As demonstrated by the strong response to emergencies such as the Buncefield explosions, the 7/7 London bombings and the Boscastle floods, the UK's responders, and the machinery of government in place to assist them, can provide a robust and adaptable safety net for the nation's people and critical infrastructure. At the core of their effectiveness is the willingness to share Best Practice, examine failures, test limits and accept fallibility, as well as sharing and receiving information with an open mind. Where a nation's emergency framework is understood, with clear lines of communication and command, and where the responders are familiar with each other's strengths, limitations and procedures, the likelihood of an emergency situation escalating out of control is minimised.

Civil Protection 2006 will provide a platform for discussion for all key personnel involved in the delivery of civil emergency strategies, bringing together Gold, Silver and Bronze tiers to share information and disseminate Best Practice, with a view to strengthening the shared base of experiential and theoretical knowledge that underpins Britain's civil contingency plans.

The plenary sessions will focus on both planning and response, and will provide an inclusive environment for debate and information sharing on a number of leading issues concerning emergency preparedness, response and recovery. Through our workshops and consultation surgeries, we will facilitate thought provoking Q&A sessions and in-depth presentations highlighting important innovations across the public and private sectors.
