Colin has held senior positions in the public sector for the past 30 years, including central (including the Cabinet Office and HM Treasury) and local government, higher education and the wider public sector. He has been responsible throughout for initiating and implementing innovative strategies for procurement, shared services, outsourcings and organisational re-engineering. Savings from his initiatives exceed £1bn.
Colin has created and managed several pioneering joint and shared service procurement organisations, influencing spend of up to £7bn a year. He was a founder member of the Central Unit on Purchasing (the forerunner of the Office of Government Commerce), created and led the Research Councils’ Procurement Organisation, the Benefits Agency Contracts Organisation and was first director of the North Western Universities’ Purchasing Consortium. Latterly he was Director of the North West Centre of Excellence, creating and delivering collaborative opportunities in procurement and shared services for 47 local authorities
A Fellow of the Chartered Institute of Purchasing and Supply, Colin has been appointed a Senior Adviser to the Office of Government Commerce and is a member of SOLACE (Society of Local Authority Chief Executives). He is a regular speaker at national and international conferences and training events, and is a regular contributor to professional journals. He has been a member of European working groups on Procurement, Innovation and Sustainability. He runs a successful consultancy, Marc1 Ltd.

Chris has a long track record in both public and private sectors with Local Authorities such as Sheffield, Bolton, Blackburn and Knowsley, in Central Government with DETR, DTLR, the Office of the Deputy Prime Minister and with the Cabinet Office. He has also worked in the private sector with Land Rover, Rank Hovis and CSL. Chris is currently working, as a senior civil servant, for the Cabinet Officeâ€TMs Delivery and Transformation Group as the Director of EDT.
Chris has been involved in many leading eGovernment and Transformational Government Initiatives such as initiatives such as Pathfinders, the local eGovernment programme (localeGov the national strategy for local eGovernment), InfoShop, info4local, UK Online, base.gov (a pathfinder), NLIS, SIAG and National Projects such as iDTV, CRM, LA Websites, Multi Agency Working, Mobile Working and the Local Government eGovernment Standards Forum. Chris was until recently the SOCITM Vice President 2003/2006. Hs current role revolves around the Government Gateway and the Common Infrastructure Agenda for Government. He is heavily involved in the identity management and service delivery agendas. He managed the first substantial Cabinet Office relocation from London to the North West.
Chris is deeply committed to innovation and new and radical approaches to On-line Government business, seeing this as one way on ensuring high standards, efficiency and maximising the potential of the public sector workforce.

Keith Davis is Director of the National Audit Office’s Cross-Government and Efficiency Practice. He leads the NAO’s cross-government work on efficiency, including recent studies on contract management, the Efficiency Programme, the use of consultants, property asset management and shared services. He also specialises in process improvement and corporate service value for money. Previously, he managed value for money reviews of the BBC and was Head of Press Office at the NAO. Graham White, Director of HR, Westminster City Council

As Director of HR at Westminster City Council, graham leads the HR team for the local authority serving the heart of London. The City of Westminster stretches from Pimlico and Victoria in the south through the West End, Marylebone and Bayswater to Paddington and Queen’s Park in the north-west. It includes the capital’s principal areas of government, shopping, entertainment and tourism and the headquarters of innumerable commercial and professional organisations together with extensive residential areas of all types. Graham is charged with leading the alignment of HR with the council's expectations and outputs - a challenge he clearly relishes enough to take on a 500-mile weekly commute from Belfast. Graham is openly anti the business partner model and regularly speaks on the benefits of being in a business not just partnering with it.
At Westminster Graham is looking after 5,000 staff and a strategic HR team of 20. The bulk of HR transactional and support activity is outsourced. His main thrust is the realignment of the council to new ways of working as the council prepares for the eyes of the world to fall on it as we approach the London Olympics. This includes the creation of a smaller, more highly skilled and better paid workforce. The key outcomes are on improving public services and demonstrating best city governance by 2012.
With a foundation of excellent services; unparalleled resident satisfaction levels; excellent staff and partnerships and a strong track record of innovation HR is taking advantage of this unique position to assist the council change its style of working and its structures in a way that will build a model for the future success of the council and its workforce. White's private-sector approach to public-sector HR puts him in good stead to deliver the savings needed while increasing good service to Westminster Council.
Prior to Joining Westminster Council Graham was Head of HR and Organisational Development for Surrey County Council, there he was responsible for delivering the entire HR remit for the Council’s workforce of 33,000, including Strategic Human Capital Management, Career Succession Planning, Talent management and Pay & Workforce Planning. During his time at Surrey County Council he undertook a fundamental review of HR service delivery with major non added value and transactional activities either outsourced or operated within a Shared Service Centre approach. This has reduced the HR team from almost 400 to just 40 and taken 9 million pounds out of the budget
His breadth of experience and expertise in HR and Personnel Management began in 1986 and covers both the public and private sectors with positions in a variety of commercial, public and financial institutions including manufacturing, textiles, service, banking, policing and both central and local government.
A fellow of the Chartered Institute of Personnel and Development, Graham is a devoted family man who is personally committed to the values of flexible working as he maintains a full family life with his wife Angela and son Adam in his home in Northern Ireland and a busy professional career in the City of Westminster.

Adrian Quayle has led and delivered client engagements throughout EMEA and worldwide, during over twenty years of IT Management experience. He has carried out a range of assignments assisting clients in structuring and assessing their outsourcing deals across many industry sectors, including the use of global sourcing / delivery models). Recent assignments have included:
- leading a review of a major sourcing project for large international bank

Daniel Wise is a partner in the Employment, Pensions and Incentives team of the London office of K&L Gates. The firm has expertise in public sector work involving planning, real estate, regeneration, PPP and PFI projects and construction.
Daniel's practice includes advising on the broad range of UK employment law issues spanning both contentious and corporate advisory work. He has considerable experience advising employers from a broad range of sectors on TUPE related issues including the impact of the 2006 Regulations on insourcing and outsourcing, negotiating TUPE indemnities and warranties on a variety of transaction as well as dealing with the appointment and termination of senior level employees.
Daniel's contentious experience includes complex discrimination disputes, team moves and unlawful business competition issues, advice on restrictive covenants as well as remuneration issues.
Daniel joined the firm in January 2009 having previously worked for another City-based law firm for eight years. Before this he practiced as a barrister and is therefore dual-qualified as a barrister and solicitors. Daniel publishes articles extensively for both newspapers and trade journals including the Times, the New Law Journal, ELA Briefing and the Recruiter.
